Cascade doesn't do anything to open up more parking during the Chilly Hilly. Whatever parking is normally available on Alaskan Way should also be open during the Chilly Hilly. Since only *northbound* Alaskan Way between Royal Brougham and Atlantic Street will be closed to traffic, I imagine parking won't be affected too much. To know for sure, though, you'd have to check with the city or with WSDOT (I took a look at the WSDOT street closure website but couldn't find info about parking).
