		<description>Running into someone that is on the shoulder, from behind, when they were within clear view for 10 seconds is NOT an &quot;accident&quot; no matter what the Kirkland cops decided.  The fact that the driver is young and has no criminal history doesn&#039;t mean he is exempt from the consequences of driving negligently.  Oh wait, I guess in this case it does mean that.</description>

		<description>Just because texts weren&#039;t sent or received at the time of collision, doesn&#039;t mean someone isn&#039;t using their phone; searching for an address, scrolling through texts etc...  Sounds like the kid was distracted and is getting away with this.</description>
