The design of this trail is perfectly safe as well as perfectly placed. It is the safest and most logical solution, and has been studied for years. The thing is, the trucks will have to cross the trail at some point, no matter where it is. Yes, the completed trail would impact local businesses, but it would be in a positive way, creating many jobs. To increase the bicycle accessability of this area would only help to improve the already vibrant Ballard retail and restaurant scene.
I think at this point, the best thing for SDOT to do is to make the area safer. As they can't build the fully designed and funded trail, they should make Shilshole Avenue and NW 45th Street one way streets westboud, and develop the south lane as a bicycle track, continuing to the locks by taking the south lane on Market Street for a two way cycle track.

There are places where a trail makes sense, and places where it doesn't. This stretch of the city is industrialized, and putting a bike trail through it would invite further bike vs. truck collisions, while impacting local businesses at a time when jobs are so needed. It seems to me that moving the trail to Leary would be a safer option.
