		<description>Be careful what you ask for when you say &quot;Complete Street&quot;. There is no one definition. It is what you say it is. A better concept is the &quot;Living Street&quot;. It is where the various functions of a street are merged into one another to create a more user friendly environment. I have found that simpler is better. A shared use parkway with broad shoulders outside the traffic lanes is simplest, works best, and is easiest to maintain, and costs the least to build. The best place for swales is on the outside of the pavement and they work best when curbs and gutters are eliminated. Another feature that is gaining popularity is pervious pavement.
